Abstract
This paper presents a contribution to the development of urban planning actions with an establishment of an operative process to the aim of the sustainable development of new urban areas or in the existing areas. The operative process developed has a support in theoretical field adapted to the environmental and territorial planning. The process was checked before in an application to establish the principal factors and critical aspects in the promotion of the objectives of the sustainable development. The checking list of objectives and sustainable strategies was carried out to the conception phase of the proposal by criteria base in the operability of the process. It was evident that the determinate factors of the process promoted the participation and conduct the population in the conception phase of planning. Although the operability of the process was verified it was possible to realize that a critical aspect stands out in the implementation of the stage 2, related with the great amount of data to collect. This situation may lead to an eventual loss of objectivity in case an efficient and simultaneously coordination does not occur. In conclusion the paper shows the base of a new operative process that promotes the inclusion in any level of urban intervention of the concept of sustainable development. This inclusion was established as main strategy in the transformation of the use of the land.
